  • Changing and Improving involves using your initiative to look for more efficient and better ways to complete the work and taking steps to make the change happen.
  • It is all about being adaptable, flexible, open to and accepting of change being done to you and your area of work. It also includes the concept of continuously learning and developing and dealing with change efficiently.
  • For all staff, review better ways of working, including seeking and providing feedback.
  • For senior posts it involves introducing, initiating and delivering change which results in improvements which can include efficiency or financial savings.

What Does Changing and Improving Mean?

Changing and Improving is something we do all the time, even in our personal and out of work lives.

Every time you think of a better way to do something, or do it faster or in a more efficient way you have demonstrated the Changing and Improving skill. For example, you come up with a better way to prepare your favourite recipe, or you discover a new route to get some where faster or as simple as implementing a new way to store your clothes in your wardrobe.

  • At work, for all staff, Changing and Implementing means being able to reflect on your work and tasks and think about ways that you can do them better. It requires that you take the initiative to suggest changes to your manager and following through.
  • At a senior level such as SEO or HEO we would expect to see an ability to work with others to make changes, to use the resources and technology to implement those changes.
  • At G6/G7 its all about encouraging your team to suggest and initiate improvements plus you would be expected to have been involved in a major change or business reengineering project perhaps even leading that project.

How Will They Assess Changing and Improving?

The behaviours that you will be tested on will be shown on the job description and interview invite and there will usually be between three to six of these. If Changing and Improving is one of the behaviours required in the role, then both on your application and in your interview they will assess and score your answers accordingly.

On the application they will ask for you to demonstrate this behaviours and this may form part of a personal or suitability statement or they may ask for a separate behaviour statement of say 250 words just about this behaviour.

In the interview you will be asked competency based questions to test that you can demonstrate previous and relevant experience at the appropriate level and your answers will be noted and scored.

A presentation is often part of the interview process for more senior posts. This can be as straight forward as asking you to present a time when you have delivered a change and made an improvement. How Can I Demonstrate Changing and Improving?

In your day to day work there are always opportunities for improvement and here are some areas where it can be demonstrated. All of this can be used to feed into your answers whether on the application form or in the interview.

All aspects of work can be improved upon in some way and being able to identify these changes and improvements is a skill that prospective employers and interviewers will look for.

Similarly, being able to adapt to change is vital and in your answer, you will need to choose a strong and relevant example which demonstrates these skills. A strong high scoring response will have relevant examples which are sufficiently complex for your level.

How to Answer Changing and Improving Interview Questions

What is required is a strong, relevant and ideally recent example. This can be work based or it can be from an activity outside of work such as volunteering, personal of academic life.

Your answers can be circa 2-4 minutes long for junior posts and longer for more senior positions where you will have more complex examples to discuss. Here are our top tips for answering:

  • Use the STAR Formula: Like with all competency-based interview questions, it’s important to give a specific example that shows how you deliver at pace. To clearly highlight your strengths and behaviours, use the STAR or IPAR format—make sure you explain the situation, the action you took, and the result you achieved.
  • Show Correct Positive Behaviours: Each behaviour will have a set of correct positive behaviours that they will look for. Your answer must show some of these behaviours relevant to the role and your level. Include them in the Actions part of your answers and they will be scored accordingly as they are mentioned.
  • Include Relevant Civil Service Strengths: Similarly all behaviours have strengths associated and the panel will listen to see if these are being demonstrated. Refer to the Civil Service strengths dictionary to understand which relate to Changing and Improving; these include being adaptable, courageous and a change agent for example.. The panel will score you as they hear these being shown also.
  • Show Technical Experience and Skills: Good answers might include reference to how you managed your time and tasks during a period of change. You can also include the process you took, the steps to make the change happen or manage the project.
  • Refer Back to the Job Description: To help with choosing examples to talk about refer back to the job advert and the job description. Fit your actions to the requirements of the role and perhaps include some keywords or phases, however keep this very limited.

Situation

Last year while working as a HEO with HMRC in Southend, I successfully implemented a new process which reduced the time taken to process tax refunds from 14 days to 2 days, saving over £100,000 annually in agent time and gaining a 50% uplift in customer approval ratings.

Task

Our customer refund process was taking 14 days and was using up an excessive amount of agent time and resources.

Action

  • I initiated the project by firstly clearly defining the objectives and the procedures.
  • I worked closely with the team, involved them from the very start in investigating the issue and designing the solution.
  • I created a detailed brief that both analysed the problem and outlined the potential benefits of the newly proposed process.
  • I completed a walk-through of the existing system and identified where problems were occurring.
  • With all that knowledge, I designed a new process and drafted a proposal which I forwarded to four software companies who specialise in the system we needed.
  • With team input I selected our preferred supplier.
  • After presentation and consultation with my management team I organised a project team tasked with implementing this new system.

Result

I was very pleased with the change. It was a real improvement and it reduced the time taken to process customer refunds from 14 days to 2 days and delivered a £100,000 saving in agent time. From this achievement I learned the value of including the team around me in order to ensure that change is implemented successfully.
